Almost 85% of Bihar is rural and I had the fortune of visiting a few of them just a few days ago ... 

Let me put it like this... 

Among voters who have traditionally voted for BJP and JD(u), PK is seen only as a vote katwa ... They want change but they don't see PK as a viable option. 


As for a few Yadav JIs i came across, they are staunch RJD supporters and that's not changing anytime soon. 


As an urban voter I want to see improvement, but more than that I don't want regression. I would happily take a stagnant Bihar over a sliding down Bihar.  And PK isn't viable at least for now.

Shahbad region is filled with RJD chamchas &amp; if not them you'll mostly find commies &amp; naxalite oriented parties like CPIML..... this region had so much potential of development with it's good connectivity between other 3 neighboring states but they choose wrong leaders &amp; worst ideology

Well the reason the Aurangabad seat was lost by BJP was Local grievances against Sushil Kumar. And Kaimur was lost due to Caste vote split between Pawan singh and the other candidate. 

Caste Arithmetic is very much alive but is not the sole criteria for voting now.

You will find that literacy rate is highest in shahbad region ( including highest literate district of Bihar Rohtas) except patna district. That region is very developed also compared to north &amp;east. 

Another thing is there is no bahubali culture there which can influence people or pressure people to vote. 

Rjd allience also cleen swip bjp&amp;jdu in that region in latest state election. However some mla change their party to BJP.

Kosi's solution needs a transnational effort as it's a bilateral issue. India needs to negotiate with Nepal to build Kosi high dam, which will significantly solve a lot of problems related to Kosi. This requires the effort of both state and central government. 
Nitish kumar has been taking this up since 2008 but nothing has worked due to Nepal's non cooperation.

From Nepal's pov...there's disappointment over Kosi Barrage(India didn't release the water from the dam fearing destruction in Bihar, due to which many Nepalis lost their life, so Nepal has a big brother problem with India &amp; accused India of intentional flooding), people's displacement, domestic pressure, and ecological impact over a dam which won't benefit them a lot compared to India/Bihar. So convincing them is getting tougher.


(For context, india didn't release the water as the impact of flood would have been devastating and deadly in the downstream Indian state)

But I feel that the central govt hasn't done/pressurised Nepal enough. The centre has to actively involve itself to solve this, there's no other solution.

Just my opinion but the Kosi Floods is too big a problem to be tackled by the state government alone. Kosi is notorious for changing its course and carries a high sediment load from its catchment area in the Himalayas. It would take extraordinary political will and resources from the state government of a very poor state to take on such a big problem.
